Unplugeverything from the motherboard and short the green wire to any black wire with a paper clip or other metallic item/wire/cable. If the PSU turns on it's an issue somewhere else. If it does nothing your PSU might be faulty or there's a short somewhere. (If the PSU is shorted on something it won't power on.) makesure power cord in back is pushed in properly. Remove RAM and then put it back in. Remove small Battery inside mover board, then put it back in. I would also check what games you might have installed.
